[Gzz] URN namespace for Gzz cells

Hi,

I have proposed earlier that cell ids be URIs, so that we use a globally 
accepted instead of a Gzz-specific namespace, and nobody was against it. 
I propose now that to keep cell ids short, we register an informal URN 
namespace for them with IANA. Cell ids would then be of the form

    urn:urn-5:abcdefghijklmnopqrstuvwxyz01#4

I'm currently filling out a registration form-- any objections?
