Um, are you saying that 3rd (view) is only used when the window doesn't have a background setting of its own? Seems like a bad idea: most windows will have bg colors. If you really want view-specific backgrounds, they should have a higher priority than (i.e., override) the window's preferences.
But again, could you explain why you consider view-specific backgrounds to be important? Sorry, but I really can't guess the reason.
