Hmm... I don't like to have to use computerish ids instead of proper titles. OTOH, seeing the PEG id quickly helps in plain-text reading... I don't know, maybe

and make it so that ReST links [bug_test--tjl] to the appropriate PEG. Or alternately,

. [bug_test--tjl: Handling Bugs] specifies...

Not sure.
