Hi Mark:

I'd be happy with it being a compile-time option you set with 
'configure'. 

For me, I don't see the need for it to change often. In our
environment, LOG_LOCAL0 and LOG_LOCAL1 are reserved for sysadm
tools. Everything else is claimed by other groups...
