I'm running into the same problem here:

$(master_config)/masters/ppkeys dest=/var/cfengine/ppkeys
    backup=false purge=true typecheck=false
    include=*.pub ignore=localhost.* r=inf type=checksum

won't conserve localhost.pub/localhost.priv; same thing if I use
`exclude=localhost.*'.
