Did you forget >the domain name or IP/DNS address registration (for ipv4
or ipv6)?
cfengine:raptor: Can't stat /var/cfengine/dist/etc/motd in copy
Saving the setuid log in /var/cfengine/cfagent.raptor.log

Which host is failing authentication? And what is this trying to tell me..... "Did you forget >the domain name
or IP/DNS address registration..."

The domain is defined and the server is registered in DNS. What am I missing?

cfengine:raptor: Strong authentication of server=staggerwing connection confirmed

That says the key exchange worked. You probably haven't added permissions to cfservd.conf for the host/directory combination.
