Doh.....

I see the problem......It is trying to stat a file in a directory that
is not setup in cfservd.conf. 

Just what you said.....

cfengine:raptor: Strong authentication of server=staggerwing connection 
confirmed

That says the key exchange worked. You probably haven't added 
permissions to cfservd.conf for the host/directory combination.
