Libiberty related build problems are fairly well known in GNATS 3.113. The reason is simply that the whole 3.113 build system and supporting libraries etc. are very old and cause problems with newer compilers. I strongly suggest you instead look at GNATS 4.0 which is in beta right now. More information at http://www.gnu.org/software/gnats.
