You tell it by putting it in the path, and checking that it works
by hand, ie type `guile-config compile'.
If you install guile in a weird place (some of you windows users
keep insisting on deviating from the cygwin/unix style paths),
you may have to set GUILE_LOAD_PATH or so. Read the doco.
