[Help-gnu-radius] Radius Framed-IP-Address problem

I have installed GNU 0.96.4 on Solaris 2.6 and all looks OK, except that I
do not seem to be able to send the Framed-IP-Address and Framed-Netmask
anywhere.

Just to be crazy I added the Framed-IP-Address to the DEFAULT settings at
the head of my users file and it was passed correctly to the remote user
(BT).

This would be fine if I wanted everyone to have the same IP, BUT how do I
get it passed with the user details.

A typical login log looks like

Unsure if any of these is relevant to the problem.

We modified nas_types but I do not think it is relevant or needed.
