If I take out the second changecom and leave comment character to "blah"
it creates the shell script right. I'm not sure why this is now not
working properly.
I compiled same version of gnu-radius on 4.6.2-RELEASE #3 with the same
m4 with no problems.
I'll check for recent changes in FreeBSD that might affect m4's behavior
and report back.
