Heh, same as me, these ISPs sux!

Just use 
     HELOEXPIRES     = 1
in your config.

If it's running behind a NAT box:

Forward the port gnunetd uses to this box. 

Go to http://www.dyndns.org and get and get a dynamic hostname. Update
this frequently. There are some tools available on
http://clients.dyndns.org/ I use ddclient and it seems to work well.

Use your Dynamic DNS as your IP, eg
    IP           = yourhost.dyndns.org
in gnunet.conf and again
   HELOEXPIRES   = 1
.
