The curses based frontend depends on the dialog library (see
configure.ac/config.log).
To see what frontends are available, type:

    gnunet-setup --help

On Windows, the output usually looks like this:

    gnunet-setup [OPTIONS] config|generate-defaults|wizard-qt

which means that the curses based frontend is also not available and you
would have to use "wizard-qt":

    gnunet-setup -d wizard-qt
