That all depends on your computer's firmware, and unfortunately I
don't think that this list will be of much help for determining if
your computer can boot via mini PCIe other than to check your
computer's documentation, try it with a drive if possible before
buying it, and check your BIOS menus to see if there are any options
which hint at support or non-support of boot from PCIe.

Changing the order of automatically generated entries is unfortunately
difficult with the current system, as documented in
http://www.gnu.org/software/grub/manual/grub.html#Simple-configuration
. How / why are you trying to change the order? If it's to change
which entry is booted by default that can be done much more easily
using GRUB_DEFAULT in /etc/default/grub.
