IDNA2003 applications will forever translate ß into ss, it is only newer
applications (IDNA2008) that will be able to handle ß in the new way.
What is needed is to implement IDNA2008 in Libidn.  There are some
discussions about this on the help-libidn mailing list (cc'd) right now.
