No, section 4.13 does not confuses reader, in general, even if it confuse you. 
Do you really understand what is this all about?

A possible use of both -M and individual Makefiles together is to use -M to 
update the makefiles:

%.Makefile : %.c
        cc -M $< > $@

include foo.Makefile bar.Makefile baz.Makefile
