This question is best directed to address@hidden mailing list. But before
you send it, read the FAQ's at the cygwin website, and search the mailing list
archives. Lot's of people want to do this type of thing, but I haven't read
any reports of success. The cygwin project is tightly focused, and ruthlessly
rejects code/suggestions that do not contribute to it's primary mission.
