As far as I know, you can still get Xcode for free. Go to
connect.apple.com and follow it where it redirects you.
Get version 3.1.4 for your 10.5 box and 3.2.6 for your 10.6 box. If you
wanted Xcode 4.2 for your 10.6 machine, you'd have to pay for _that_.
