I have tried to install msys32 bit for my win 8.1 note book (core i5).
THe pacman hangs at install packages so I cannot go further.
Of course I know this issue not to be discussed here.

But I have to stick msys64+mingw32 build.
There are some troubles this combination but I had be able to build octave 
itself 
(addtional tools build were in failure.)

Anyway I renamed the last build one for backup. 
I will try fresh build  according to your guidance.
