Are you referring to something like Simulink, i.e. building signal processing chains as diagrams in a GUI?
If so, Octave does not have that; you can try Scilab, or GNURadio.
If not, can you describe what you saw Matlab do, and what you would like to do yourself?
It would be easier to answer your question if you, for instance, said that you want to read a .wav file, apply a bandpass filter, apply reverb, etc. etc.. We could then tell you whether Octave has each of those capabilities.
