FYI, I got it as I think you personally directed it to me, but I don't think the mailing list will accept a 20+MB mp4.

So others more familiar with the packages can correct me if I'm wrong:  Octave has compatible tools running in the backend of what you'd have running in Matlab, but does not have the graphical frontend you'd find in most Matlab toolboxes. Pretty sure that's the same case here.  both tools can handle audio data and do things with it, but with Octave you'll need to know what functions and operations to run on the data.
