Yes, but... :-)
Maybe I'm seeing inexistent problems, but forcing a search path for
subpackages, depending on where the superpackage is found, to me is not a
satisfying design. That's the only problem I see in a one-one
namespace<-->directory mapping, but it is a big one (besides the cosmetic
fact that directories are typically lowercase but Smalltalk namespaces are
uppercase).
