click 'bugs' (on the top menu) and then you should see 'submit' (or 'new')

because it helps developers to get organized; emails tend to get lost in 
the mailbox.  With tracking systems you can be much more productive 
(especially if you use wonderful tools like Mylyn in Eclipse :)
