    Texinfo refuses to convert it to html, txt or pdf. 

Try changing the encoding line to
@documentencoding UTF-8

Then it more or less goes through TeX and (CVS) makeinfo for me,
although some characters are apparently missing from the fonts, and of
course I didn't have the images.

    using iconv, but that didn't work:

Have to report that to the iconv maintainers.  (See the end of iconv --help.)
