it's mentioned in the IEC62107 specs; but they don't really explain the
history; it seems to be very similiar to the SVCD specs, except for a
very slight difference in the INFO.SVD file. The reason they give for
its existence is compatibility with existing products...
HQ-VCD seems to have been one of the competing SVCD standards prior to
standardization...
