I fixed the problem!!! As some people suspected, the problem was the
encoding... I was adding GOP, but not sequence headers...

If some other linux people that use mjpegtools to encode video have the
same problem, is very easy to fix it: just add '-s' option in mpeg2enc (I'm
using mpeg2enc -b 1152 -G 15 -g 15 -N -s and it worked just fine). I don't
even have to set "relaxed aps" anymore... And is working great not only
chapters, fastforward and rewind works perfect too!!!

I'm so happy... :)

Now I'd like to add a nice menu to my VCD... does anyone have any tutorial
"for dummies"??? I really need it :P
