[Heroes] prefix and html-doc

Hi,

In the process of packaging heroes for Slackware 8.1, I noticed that the
--enable-html-doc option isn't "compliant" with prefixed installing.
Configuring with --enable-html-doc and then installing with "make
install prefix=somewhere" will "fail" on html-doc, ignoring the given
prefix.

Is there a reason to this, or should it be fixed?
