[Heroes] sound-effects and sound-tracks

Hi everybody,

I am experiencing a problem installing heroes from sources on a new
system. More specifically, I installed heroes-0.21, heroes-data-1.5 and
heroes-sound-effects-1.0 but not heroes-sound-tracks, and I do *not*
have any sound effect. Installing heroes-sound-tracks-1.0 then brings
music *and sound effects*. Aren't the sound-tracks and sound-effects
"modules" supposed to be independant?
