Sorry. If the cvsadmin group exists, then the only admin option that
people who aren't in that group can use is -k; everything else is
restricted to members of the cvsadmin group. The only alternative is to
get rid of the cvsadmin group entirely; then everyone will be able to
use all of the admin options.
