Why? I'd remove this.

This is for viewing, not for sending.

This should work, at least it does for me (test: ยท).
Ah, maybe you need...
(codepage-setup 1251)
... and maybe also...
(define-coding-system-alias 'windows-1251 'cp1251)

> (utf-8 . 8bit)))
This is relevant for the Content-Transfer-Encoding, not for the
charset in Content-Type.

This variable is no longer used.
