Your article was with the right character set. However, I tryed the
settings you suggested and removed the others with which I was
experimenting and I still have the same problem. No matter what I do I
get the ISO character set with the base64 encoding when writing in
Bulgarian.

Here is what I have in my .gnus file concerning the coding:
(codepage-setup 1251)
(define-coding-system-alias 'windows-1251 'cp1251)
(setq mm-coding-system-priorities '(windows-1251 cyrillic-iso8859-5 utf-8))
