[mtools] Mtools license

What is the license for distributing modified versions of mtools?  Can 
modified versions be legally distributed and linked without providing 
source?  In numerous places I've seen mtools referred to as "public 
domain" which would certainly imply this is legal (even the GNU FSF 
refers to it as such at: http://www.gnu.org/software/mtools/mtools.html 
), but the COPYING file states it's released under GPL, meaning source 
must be offered.  Any insight would be appreciated.
