That's intended.

Well, as 'doxygen' may not be installed for all users and many might
not need it (and the output can be rather large), I decided against that.
I'm also not sure if you'd even _want_ to package the doxgyen docs in Fedora.
You do have the info manual and the info tutorial and the man page,
which should be more than sufficient for most users.

So my assumption was that most distributions would NOT package the
doxygen documentation (it is also NOT installed in the prefix, btw),
and that users that did want it would grab the full source and create
the HTML themselves.
