non commercial NC restricts all money usage.

shared commercial SC allows sell if donate percentage of retail price (1/16) upstream, perhaps multiplied by percentage of upstream code used. may lead to fancy accounting but also some money for upstream project. can implement like ARM licensing for simplicity.
