Well, so it's like the mail/ directory in CVS HEAD which I assume nobody
has ever looked at in the last half decade.  If nobody else minds, do as
you please, as long as it's clear that these files are not part of the
official release, and there won't be unnecessary conflicts if others
choose to do likewise.  For reviewing patches, I'd still prefer if a
patch is posted (rather than, say, "please review file xyz").

FWIW, my set of finished but rejected-at-the-time patches can be found
in this list's archives.  I have several that aren't finished, most of
which will fall of the Earth eventually.
