The same sort of folks who were involved in developing this standard 
could help with an architecture rules specification format.  GNU does 
not strictly follow the FHS although it allows it to be supported.

Probably some release of Debian Linux. :-)

The specification file would need to address OS installed files and be 
able to specify the rules to use for any particular directory 
heirarchy.

Up to now, I have not heard of any efforts to normalize 
architecture-specific installation or to come up with a specification 
format to describe it.

There are a huge number of options available.  For example, some base 
architectures support may variants and it is useful to support sets of 
variants which provide broader portability or better performance on 
particular CPUs.  There are also various debug and profiling library 
formats.
