The attached patch isn't ready for prime time, but it does seem to get
me Cabezon duets where the parts end at the same time. Of course, it
takes literally the whole rests = empty measures equation, which is
clearly not true in all cases, and there may be some other reason
besides a missing whole measure rest for the condition I'm checking to
happen.
