I don't think! You can read in `kpsewhich texmf.cnf` where the
different file types are searched. If $TEXMF is the root of the 
TDS-compliant tree (in this case the build directory), then .mf 
files will only be searched below $TEXMF/fonts/source/ or
$TEXMF/metafont/, for example. Also, the files mf/out/feta*.tex
have to be in some directory where tex/latex searches for input
files.
