No, that's a bug in the package, I think.

I think you'll see that the fonts are in a whole new direcory
./usr/share/texmf/... from where you ran rpm2cpio
You'd better do something like rpm --install --force ec-fonts...
Or, you'd need to cd to / before doing the rpm2cpio trick.
