In which sense do you mean "all" version numbers? Does it include unstable ones
like 2.3.23, and minor stable versions like 2.2.4 too?
Also, I think it's already standard to add a dummy rule for each x.y.0 where y
is even, which IMHO is the most important thing (i don't know whether this has
been done for 2.4 though)
