This is a good place to start, if you haven't checked yet:

AFAIR, dh_make on pristine lily source now produces a package that can
be generated without much fuss. it will not generate a 100% conforming
package thought, but that can be tweaked. if you want to generate a
package that can be installed independent of versions, that will require
a bit (a lot more, in fact) more tweaking, but dpatch is your friend :-)

so, my suggestion is:

1. use dh_make to generate an initial version (forget about the debian
   directory in lily source)

2. forget about the tex backend (at least for now)

3. focus on been able to generate the package (i.e. dpkg-buildpackage
   generates a valid .deb), even if the package is not perfect

4. focus on been able to generate a package that can be installed and
   from which lily works (even if not 100% debian-correct)

5. *then*, after steps 3. and 4., start to check (using linda and
    lintian) and refine the package

That's good to hear, specially because (as some of you probably noticed)
I no longer have interest in becoming a DD.

If you need I'd be glad to help. The only catch is that I can not run
debian stuff (like lintian, etc) because I no longer use debian.
