What do you define as "not necessary"? That's the crucial point here: How do 
you determine whether an anchor should be used or not...

My estimates are rather:
10 minutes are spent on #1, 3 minutes on #2 (after all, you need to register 
that hook in our init file, too ;-) ... ), 10 minutes for #3 and ~ 15 minutes 
for the missing #4 "Testing". 
Of course, add a loop with ~5 iterations for #3 and #4.
