Did you run ./autogen.sh before? That is required so the check for pdflatex
and dblatex is actually done...
> address@hidden:/main/src/build-lilypond$ grep PDFLATEX *
> config.make:PDFLATEX = @PDFLATEX@
That should be (after running autogen.sh):
PDFLATEX = - -echo pdflatex not found
