I used to be surprised, for maybe the same reason as Reinhold, and made sense 
of it by looking at examples.

On some page in the middle of an orchestral score, where all parts are playing, 
suppose one system would fill just over half the page.  It is reasonable to 
stretch the system out by about 50% so it fills 3/4 of the page.  This can be 
done by uniformly adding 50% of 'stretchability between each pair of staves 
(because 'stretchability is about the same as the 'spacing of staves by 
default).  Next we want the gap at the bottom of the page, usually zero height, 
to stretch to fill the last 1/4 of the page.  If we give that gap 
'stretchability corresponding to about half-a-page, then the uniform 50% 
stretch will grow that gap to the desired 1/4 page.
