Well, you'd need to modify bib2html (and probably bib2texi) such
that they work with your version of bibtex.  The only thing those
scripts do is some initial setup, and then call bibtex on the
command-line.  Basically, if you cannot run bibtex on the
command-line, then that is a bibtex problem, not a lilypond build
problem.

If you look at the bibtex documentation, or mailing lists, or a
CHANGES document, or something, I would hope that you could find
some discussion about this.  In the course of that discussion,
hopefully somebody would give the command-line which is required
to make bibtex work.

Once you can run bibtex on the command-line, then we could discuss
how you'd need to change bib2html.
