It seems to work here:

address@hidden:~/lilypond/lilypond$ git checkout -b dev/kainhofer-test
Switched to a new branch 'dev/kainhofer-test'
address@hidden:~/lilypond/lilypond$ git push origin dev/kainhofer-test
Total 0 (delta 0), reused 0 (delta 0)
To git+ssh://address@hidden/srv/git/lilypond
 * [new branch]      dev/kainhofer-test -> dev/kainhofer-test
