For example, `Cyrillic letter V' currently maps to the `ZZZZV', and
`Cyrillic letter G' maps to `ZZZZG'.  [All Cyrillic characters start
with prefix `ZZZZ' so that they get sorted after all Latin letters].
But this is certainly not the correct collation order for Russian!
AFAIK, `Cyrillic letter V' gets sorted *before* `Cyrillic letter G',
thus its mapping should be fixed.  Etc., etc.
