Missing issue tracker

Hi,

I created a patch (about removing '-signs in vectors). Therefore I
used a new, separate branch (the first time I tried this).
While uploading the patch to Rietveld I did sth wrong:

but no issue on the tracker was generated.
Colin, I'm sorry about that.

The last time this happened, Colin created an issue for me.
Am I allowed to do it myself?
Is there something special to observe?
