1. Are you sure you ran setup as administrator? (If you run NT, 2000,
   or XP)


2.  It looks as if you did not install latex (install both
tetex-beta-20000804 and texmf-tiny-20000804) and the python package:
run setup, when it says "Select Packages to install (all)" click View
at the top of the pane to browse the packages, and select the packages
I mentioned.

3. If that doesn't solve the problem, throw away c:\cygwin, your download
   directory (typically c:\temp), and try reinstalling. Good luck.
