Ok, that's too old.  You need at least the new cygwin1.dll, from the
cygwin 1.3.10 package.  Date should be about 25 Feb 2002.

It probably has to do with this.  Just remove all the directories with
percents in them, rerun setup.exe and choose to upgrade or reinstall
the cygwin package, and any other packages that want to be upgraded.
ftp or http should not make any difference.
